Section 3 says:

The IANA language subtag registry can be found at
   <http://www.iana.org/numbers.html> under "Language Tags".

It should say:

The IANA language subtag registry can be found at
   <https://www.iana.org/protocols> under "Language Tags", or
    <https://www.iana.org/assignments/language-tags/language-tags.xhtml>

Notes:

Language tags and sub tags are obsolete
