Section 2, pg. 4 says:
Rules for Lexical Equivalence: The entire URN is case-sensitive.
It should say:
Rules for Lexical Equivalence: The namespace-specific part of the URN is case-sensitive.
Notes:
The original rule contradicts Section 5 of RFC 2141 [1],
which requests case-insensitive comparison after downcasing
of "urn:" and the NID, and normalization of %-escaping.
The correction restores conformance with RFC 2141.
