It should say:

           ERR_PASSWDMISMATCH

Notes:

Numeric reply list for the PASS message should include ERR_PASSWDMISMATCH as defined in section 5.2: Returned to indicate a failed attempt at registering a connection for which a password was required and was either not given or incorrect.
