Section 5.1 says: 

Registration for the changePoll XML schema:

   URI: urn:ietf:params:xml:ns:changePoll-1.0

   Registrant Contact: IESG

   XML: See the "Formal Syntax" section of this document.

It should say:

Registration for the changePoll XML schema:

   URI: urn:ietf:params:xml:schema:changePoll-1.0

   Registrant Contact: IESG

   XML: See the "Formal Syntax" section of this document.

Notes:

The wrong URN for the XML schema is written in the RFC. However, despite that, the IANA registered it correctly: https://www.iana.org/assignments/xml-registry/xml-registry.xhtml#schema
